Rapists strangle UTME candidate, dump corpse inside bush

Afeez Hanafi
Parents of 20-year-old Joan Egemba, have been thrown into mourning after their daughter was stabbed and strangled by some suspected rapists in the Ijebu Igbo area of Ogun State.
Joan, who bagged a National Diploma in Accountancy from the Federal Polytechnic, Ilaro, Ogun State, enrolled for the 2016 Unified Tertiary Matriculation Examination.
PUNCH Metro learnt that the deceased left her home in the Odo Eran, Sango-Ota area around 12pm on Thursday, March 3, for the National Open University of Nigeria centre in Awa Ijebu, where she was posted to sit for the exam the following day.
It was learnt that on Thursday evening, she was abducted at the Ijebu Oru Junction – a few distance away from the centre – by persons suspected to be rapists.
Her corpse was said to be found in a bush at the back of a secondary school in Ijebu Igbo with cuts in her thighs.
Our correspondent was told that the briefs that Egemba wore were torn, suggesting that her assailants were rapists.
Her father, Emmanuel Egemba, said she had called him on the telephone on getting to the centre, informing him that the security guard attached to the centre turned down her request to pass the night on the premises.
He said, “On that Thursday, she left home around 12.30pm, but the bus she boarded at Sango to the centre left around 2pm. She called at 5.30pm that she had arrived there, but the security man at the centre did not open the gate for her and others to pass the night on the premises. I told her to find a place in the area till the following day when she would sit for the exam.
“Around 7pm, I called her again and she said the security man had opened the gate for them. One hour after, I called again but she did not pick her calls. She was supposed to sit for the exam at 6.30am on Friday. I called her around 12pm on Friday, her phone was switched off. As early as 4am on Saturday, I went to the centre to verify whether she sat for the exam or not. I met the security man and he directed me to the JAMB office in Abeokuta. He denied that he allowed my daughter into the school compound to pass the night.
“It was a woman that told us that a girl was kidnapped at Oru Junction and taken towards Ijebu Igbo. We later discovered her corpse on Wednesday, March 9. If the candidates were allowed to sleep inside the school, this incident would not have happened.”
Emmanuel, a retired Assistant Superintendent of Nigerian Customs, said the loss of his daughter was hard to bear, but the family had taken solace in God.
“I learnt it was rapists that killed her. Her body was not mutilated, but she had cuts in the mouth and thighs. Her clothes and briefs were torn and she had bruises in the back.
“We prayed before she left home on that day. While we were praying this morning (Monday) I looked at where she used to sit and it was vacant,” he said.
He stated that the deceased’s mother, Mrs. Chimemo Egemba, was too distraught and could not speak with PUNCH Metro.
A neigbour, who identified himself only as Wale, said the Divisional Police Officer in Awa Ijebu did not act promptly when the case was reported and called for comprehensive investigation to unravel Joan’s killers.
He said, “I followed Emmanuel to the police station on Wednesday, four days after he reported the case, and I asked the DPO if he had visited the school. He said no. He should have gone to the centre instantly to investigate. He is not fit to be a policeman.
“It was at a building beside the NOUN centre that we got the information that the girl was abducted. We traced her to Ijebu Igbo with her picture. At a motor park there, we showed the picture to a man who told us her corpse was dumped in a bush at the back of a school.
“I think she struggled with her abductors while they attempted to rape her. I think they strangled her when they did not succeed in raping her. We want those that perpetrate this act to be fished out and brought to book.”
Wale said a police officer at the Ijebu Igbo division told him that they were overwhelmed by the spate of crime in the community, adding that many policemen had influenced their transfers from Ijebu Igbo to other stations.
The Ogun State Police spokesperson, DSP Muyiwa Adejobi, said the command was working with its Information and Communication Technology experts to track down the suspects.
He said, “We are working on the information we have to get the culprits.
“Investigation is still ongoing and we are contacting our ICT experts on how we can track down the culprits.”

Soldiers beat woman, damage her car in Edo

oldiers on Monday  assaulted a motorist, Joy Agboghide, for allegedly obstructing traffic  on Forestry Lane, Benin, Edo State.
It was learnt  that the incident occurred at about 4pm in front of the headquarters of the Benin Electricity Distribution Company.
It was learnt that an  officer, a Major, was   said to have  emerged from the premises of the  company and instructed the woman to reverse her vehicle in order to ease traffic on the narrow road.
Sources said  Agboghide, a mother of six, however, explained that she had initially allowed about five vehicles to go  due to the indiscriminate parking of vehicles on the road.
An argument was said to have ensued between the soldier and the 51-year-old woman, after the army officer  insisted that she must reverse her vehicle.
The major, who   was said to have been angered  by the development, returned  to the BEDC  premises.
The source said he later returned with   some soldiers said to be attached to the BEDC and  allegedly ordered them to beat  the woman up.
She was said to have been rushed to the Central Hospital in Benin where was receiving treatment as of the time of filing this  report.
Agboghide, who later spoke to our correspondent, said,  “I went to Lagos Street to get some food items. So, I passed through Forestry (Lane) to the  road beside former NEPA. As I was going,  the driver of  the  vehicle  in front of me and some traders around told me to stop. I stopped and about four vehicles passed. Later, the traders told me to go.
“As I moved on, a soldier told me to reverse and I explained that I had waited for some vehicles to pass. But he said, ‘Do you know who you are talking to? Reverse!’ Before I knew it, he used his gun to hit my windscreen.
“I came out and asked him what I had done and he said I should wait. He went into the BEDC premises and came out with some soldiers who descended on me.
“He said they should clear me off the road. But as he tried to enter his vehicle, I pulled him and told him to pay for the damage done to my car.”
Agboghide alleged  that she was also assaulted by a woman said to  the wife of the officer.
She said,  “As the man jumped inside his vehicle and tried to drive off, I hit his windscreen. He came down and damaged my windscreen and  the rear screen.
“Suddenly,  he came out with a whip and beat me. The lady inside the vehicle also sprayed tear gas into my eyes.”
Spokesman for the 4 Brigade Command of the Nigerian Army, Captain Jonah Unuakhalu, told our correspondent that  the  officer involved was not in the Army.
“He is a Nigerian Air Force officer. But we are investigating,” Unuakhalu said.”

Paul Lied To People That I Couldn’t Sing Or Write Songs – Peter Okoye

Paul Lied To People That I Couldn’t Sing Or Write Songs – Peter Okoye

Paul lied to people that I couldn’t sing – Peter Okoye has revealed many of the things that transpired in his family that ultimately led to P-Square’s break up.
Speaking to Nigerian Entertainment Today, Okoye revealed how both Paul and Jude had stifled him over the course of the relationship.
He said: “Now listen to this, P-Square featured on songs with J-Martins, Bracket, LKT, 9ice and these 4 songs were done by Paul alone, but guess what, did I appear in the videos, YES. Now hear this, we have other collabos with Kaha, Darey, Ruggedman. I did these songs alone. How come they don’t have videos? Paul refused to appear in the videos.”
“So I told Paul that when next he does a collabo alone, he should be in the video alone, because it got to a point where artistes began to feel if they did a collabo with Paul it [would] get a video, but if it was me, it [wouldn’t] get a video. The last collabo we did was with Flavour and I refused to do another one. Even Flavour had to speak all the Igbo he knows to convince me before I agreed to do it. Only for my brother to come and tell me that ‘Shey I thought you said you won’t appear in any video that I did the collabo alone? Why did you appear on this one?’. I was sad but I knew another one will come.”
“So Tiwa Savage called me; apparently Paul had done a song with her – not the campaign song they are promoting now, another P-Square collabo entirely. So she [said] she’s been trying to reach Paul to get the CD of the song from him [because] he’s already done his part, so I went to Paul’s house to help ask for it and tell him I want to go to the studio to do my verse and he said he doesn’t know where the CD is.”
“I went to the Mavin studio to meet Tiwa. When I got there, she asked for the CD and I told her Paul didn’t give me any CD, so I called him again and gave the phone to Tiwa and [he] told her on phone that the CD is at Omole, so I got into the studio, recorded my verse and when I finished, everybody was clapping. I was surprised to realize that Paul had [told] them that I don’t sing or write songs.”
“I felt really bad and betrayed, but I covered up for him. I jokingly asked Teebillz if they gave him Red Label and he said yes, so I was like you guys caused it, and we laughed over it. So when my assistant went to pick up the CD, Paul and Jude started shouting at him to ‘ask Peter what is he doing at the Mavin studio? He knows how we work.’ The next day, I went to Paul and told him how I felt when I heard what he said. Only for Jude to say that he made Paul the lead singer of Psquare 8 years ago!”

Lagos To Phase Out Motorcycles ; Danfo Soon

Lagos To Phase Out Motorcycles & Danfo Soon

Lagos State government may soon phase out commercial motorcycles popularly known as okada the ‘yellow’ buses otherwise called as ‘Danfo,’ according to investigation.
The move, impeccable sources in the state Governor’s Office said, was meant to bring sanity into the transportation sector, beginning from eradication of the operation of the commercial motorcycles in every nook and cranny of Lagos.
The latest attempt, it was learnt, was due to the increasing crime rate and violence caused by the flagrant abuse of the Lagos Traffic Law 2012, which prohibits the operations of commercial motorcyclists on 450 major roads and bridges. Hence, there is plan by the State Executive Council to review the Lagos Traffic Law, 2012 through the House of Assembly from partial ban of commercial motorcycles to total ban.
It was gathered that Governor Akinwunmi Ambode is predisposed to the flagrant abuse of the law by the motorcyclists and the commercial bus drivers who flout all the provisions of the law.
Sources said that despite the arrest of okada riders by the state Task Force on Environment and Special Unit, the governor was still not satisfied with the presence of commercial motorcycles in some areas, especially the prohibited areas.
Hence, in the last eight months, three chairmen of the task force had been sacked and appointed. “Ambode is not comfortable with the continued operation of the motorcyclists but as a listening governor, he would not just ban them immediately when he assumed office. There is an existing law which regulates their operation.
“Legally, the law will be reviewed and a drastic decision will be made which is imposing a total ban on their operation,” a source said. Another senior top government official also said that recent bloody clash at Mile 12 emphasised the need to phase out okada.
“It is not unconnected with the bloody clash in Ketu-Mile 12 area of the state, which was triggered by a dispute between an Okada operator and a passer-by, which led to loss of lives and property worth millions of naira,” the official said.
In addition to the Mile 12 clash, it was also gathered that the increasing reports of robbery carried out with the use of motorcycles might have necessitated the move. “Robbers now find it very easy to operate with the aid of okada.
No serious government will fold its arms and watch criminals take over the state. I think Lagosians should prepare for total ban of this means of transportation,” he added. According to him, government is considering a better means of transportation befitting a mega city like Lagos.

COURT SLAMS #50M DAMAGES ON POLICE

JUSTICE finally smiled on one Joseph Martins, who was shot by a policeman in Abuja, as the Abuja High Court ordered the Inspector-General of Police (IGP) to pay him the sum of N50 million as damages. The trial judge, Justice Olasunbo Goodluck, in her judgment, delivered on Thursday, in the suit filed since 2013, held that the police should pay the plaintiff the money as compensation, for inflicting bodily harm and injuries on him (Martins), as well as for deprivation and psychological trauma he had suffered as a result of the gunshot from the police officer. Martins’ ordeal started in 2013, when a Sergeant, Olumide Ariyo, deliberately shot him at a football viewing centre, at Utako District of Abuja, where he went to watch Nigeria vs Liverpool match. Martins, a bricklayer, said in an affidavit that he was shot by Ariyo on that fateful day for challenging him to pay for the two bottles of beer he consumed at the joint. He averred in the 38-paragraph affidavit that he met Sergeant Ariyo, armed with an AK-47 rifle alongside some people at the joint, pointing out that the policeman was posted to be on guard duty at RCC, Utako, by the Commander, Special Protection Unit, Base 7 of the FCT Police Command. He said Ariyo bought two bottles of beer and refused to pay the bar tender, who was a small lady and was walking away, claiming to be a uniform man, who was immune from payment for any number of bottles of beer consumed. “I intervened by telling him not to use his uniform to intimidate and cheat the innocent girl and to also avoid been insulted while on uniform, on account of his refusal to pay his bill. “He became angry and threatened to kill me and thereafter lose his job and nothing will happen. True to his threat, he corked his gun and shot at me in the thigh, leaving my bone completely broken and shattered. The matter was well reported by many newspapers,” he said. He added that people around overpowered the trigger-happy police sergeant and disarmed him, after which they called the Divisional Police Officer, Utako, who took Ariyo to the station. After the incident, Martins was dumped at Wuse General Hospital in Abuja and the bullet was in his thigh for 25 days before it was finally removed at the Air force Hospital close to Abuja Airport. Martins’ legal battle to get justice started in December 2013, when his condition attracted an Abuja-based lawyer, Tolu Babaleye, who took the matter to court after writing petitions to various offices of government in protest, but nothing was done. Babaleye filed a fundamental rights enforcement suit on behalf of Joseph Martins with the IGP, FCT Police Commissioner, the Commander, Special Protection Unit, Base 7, FCT Command and the Police Service Commission as respondents. Justice Goodluck, in her judgment, held that the action of the police Sergeant by shooting the plaintiff on the thigh was illegal, unconstitutional and a violation of Martins’ right to life, personal liberty, dignity of his person and right and freedom of movement as enshrined in the constitution. The judge awarded the sum of N50 million to be paid to Martins as compensation for the injuries on him, as well as for deprivation and psychological trauma he suffered as a result of the illegal act of the Sergeant. The court also ordered the IGP to produce and charge Sergeant Ariyo to court for attempted murder of Martins instead of assault he was earlier charged for before a Magistrates’ Court by the police. Justice Goodluck, in the judgment, berated the policeman and said he was a disgrace to the Police Force for infamous conduct of visiting a beer parlour for a drink with his service gun. Commenting on the decision of the court, Babaleye, who handled the matter free-of-charge for the plaintiff, said he was thankful to God and grateful to the judge for doing judicial activism on the matter. He reaffirmed his belief in Nigeria and the judiciary as the last hope for the downtrodden and the oppressed in the society. Top Stories Read more at:

Use of electronic payment adds $296bn to GDP – Report

A recent study has shown that increased use of electronic payment products, including credit, debit and prepaid cards, added $296 billion to GDP, while raising household consumption of goods and services by an average of 0.18 percent per year.

Read more at: The study “The Impact of Electronic Payments on Economic Growth”is a 2016 study conducted by Moody’s Analytics that analyzed the impact of electronic payments on economic growth across 70 countries between 2011 and 2015. In addition, Moody’s economists estimate that the equivalents to 2.6 million new jobs were created on average per year over the five years period as a result of increased use of electronic payments. The 70 countries in the study make up almost 95 percent of global GDP. Chief Economist of Moody’s Analytic, Mr. Mark Zandi, said, “Electronic payments are a major contributor to consumption, increased production, economic growth and employment creation. Those countries which saw large increases in card usage also saw larger contributions to overall growth in their economies.” The study indicated that the electronification of payments benefited governments and contributed to a more stable and open business environment. Additionally, the report found that electronic payments helped to minimize what is commonly referred to as the grey economy — economic activity that is often cash-based and goes unreported. As a result, electronic payments provided a higher potential tax revenue base for governments, while also bringing the added benefits of lower cash handling costs, guaranteed payment to merchants and greater financial inclusion for consumers. Also speaking, Chief Executive Officer, Visa Inc. Mr. Charlie Scharf, added; “These findings reinforce the many positive benefits that electronic payments brings to local economies all over the world. This research also suggests that the right public policies can create an open, competitive payment environment and contribute to economic growth and job creation. At Visa we are partnering globally with governments, financial institutions, merchants and technology companies to develop innovative payment products and services that will accelerate electronic acceptance, grow commerce, and bring the benefits of card payments to more people everywhere.” Read more at: http://www.vanguardngr.com/2016/03/use-electronic-payment-adds-296bn-gdp-report/ /

CCT: Why FG withdrew case against Orubebe

Fresh facts are now emerging on why the Federal Government last week withdrew the charges against Elder Godson Orubebe, a former minister in charge of the Ministry of Niger Delta in the administration of former President Goodluck Jonathan who was arraigned before the Code of Conduct Tribunal, CCT, on allegations of false declaration of assets. Sources confirmed that the decision to withdraw the charges was based on a legal advice from the Federal Ministry of Justice in which it was strongly canvassed that the case against Orubebe as presently constructed and filed was fundamentally defective. The legal advice from the Ministry of Justice was to the effect that since Orubebe was not invited to make a statement on the allegations against him, the process of arraignment was fundamentally flawed. The legal advice referred to Section 379 sub-section (1) (a) of the Administration of Criminal Justice Act 2015 which listed the ingredients that must be forwarded as part the process to be filed by the prosecution before the commencement of the case as including in (iv) “ copies of statements of the defendant”.

Nigeria suspends Pension Directorate boss, three others

The Minister of Finance, Kemi Adeosun, on Friday confirmed the indefinite suspension of the Executive Secretary/Director General of the Pension Transitional Arrangement Directorate, PTAD, Nellie Mayshak.
Mrs. Adeosun said Mrs. Mayshak should proceed on immediate suspension along with three senior officials of the directorate.
No reason was given for suspensions.
In her place, a director from the Office of the Accountant-General of the Federation, OAGF, has been appointed as acting Executive Secretary/Director General of the agency.
The Minister described Mrs. Mayshak’s suspension as a normal civil service procedure to pave way for unimpeded investigation into the activities of the directorate under her watch.
She assured pensioners that the suspension of the former Pension Directorate boss would not affect pension payment and services, promising to make public the findings of the investigative panel on the issues that led to the suspension.
PTAD was established in August 2013 under the Pension Reform Act of 2004 to oversee the management of pensions under the defined benefit scheme for pensioners not transiting to the contributory scheme.
